The RVC Supervisor is responsible for leading the operational execution, governance, and compliance activities related to Regional Value Content (RVC) calculations and origin qualification requirements under USMCA and other Free Trade Agreements within an IMMEX manufacturing environment This role oversees RVC validation processes, supplier solicitation activities, BOM governance, origin determination, cost analysis coordination, and audit readiness to support preferential duty treatment and trade compliance objectives The position partners closely with Supply Chain, Procurement, Finance, Engineering, Customs Compliance, Manufacturing, and external suppliers to ensure accurate origin qualification and compliance with applicable Rules of Origin and tariff shift requirements The role also drives process standardization, system controls, compliance governance, and continuous improvement initiatives related to trade program management and duty optimization strategies

Key Responsibilities RVC Program Management
- Supervisor execution of Regional Value Content (RVC) calculations under USMCA and other applicable Free Trade Agreements
- Ensure products meet qualification requirements based on tariff shift, RVC methodology, and origin rules
- Completed routine origin verification and qualification reviews and maintain a product compliane database
- Oversee product qualification analysis for new products, engineering changes, sourcing changes, and supplier transitions
- Ensure compliance with applicable Rules of Origin and certification requirements
- Other duties as assigned
BOM Governance & Product Qualification
- Support BOM validation and governance processes supporting RVC eligibility
- Coordinate cross-functional review of material changes impacting qualification status
- Monitor sourcing changes, HTS modifications, and supplier impacts affecting origin qualification
- Ensure product structures, material costs, and sourcing data are accurately reflected within qualification systems
- Support review of the product costing data required for RVC calculations
- Monitor changes in pricing and supporting 3-way audits
- Support duty savings analysis and preferential treatment opportunities
Compliance Governance & Audit Readiness
- Maintain audit-ready RVC files, supporting documentation, and qualification records
- Support internal and external audits related to USMCA origin compliance
- Ensure retention requirements are met for certifications, calculations, and supporting documentation
- Identify compliance gaps and implement corrective/preventive actions
- Develop and maintain SOPs, governance controls, and operational procedures
Qualifications
- Bachelor’s Degree in International Trade, Customs Administration, International Business, Logistics, Related field

5-7 years of experience in Trade Compliance, USMCA qualification, or Free Trade Agreement management
Experience within IMMEX manufacturing or maquiladora operations
Strong experience with RVC calculations and Rules of Origin analysis
Experience supporting customs audits and origin verification reviews
